Training controls and search inclusion are different levers

Google separates the preference signal that governs use of content for generative model training from the crawling that governs inclusion in Search. Declining the former does not remove a site from Google's index or from the generative answers built on it. Teams that assume one switch controls both either opt out of nothing they meant to, or worry about an exclusion that was never in effect.
